officer in charge of the Water Police will no doubt be able to
attend more to the Harbour work as I understand that Inspector
Kerr answers all reports in connection with any matter cutside
the Barbour limits, a great deal of my time was taken up in doing
that part of the work. I admit that I am more at home on the Water
than on the land and I would have been glad to have given more
attention to the Barbour had time permitted of my doing so. I am
pleased to say that there were no robberies in the Harbour limit:
or in Tsin Tsa Tsui District while I was in charge of the same.
The crime in the Water Police Contingent decreased to a good ex-
tent from the time I took charge till the time I left the said
Contingent.
